EU Energy Report: Speed up the shift to clean power

The 2025 State of the Energy Union report, published on 06 November, 2025, confirms the critical need for a secure, resilient energy union delivering clean and affordable power. Its findings will guide EU energy and climate policy towards 2030.

Key Takeaways from the 2025 State of the Energy Union report

– Progress on affordability: The EU is moving forward with its Affordable Energy Action Plan to cut costs, modernize grids, and expand interconnections.

– Fossil fuel hangover: Despite efforts, 70% of EU energy consumed in 2023 still came from fossil fuels (mostly imported).

– Renewables surge: Clean energy is growing fast, leading to lower import dependency, reduced emissions, less pollution, and cheaper prices. Most EU electricity now comes from clean sources, though national progress varies.

– Innovation and investment: The EU leads in public research for clean tech but needs more private investment. The EIB’s TechEU programme aims to mobilise €250bn by 2027 to secure supply chains and boost competitiveness.

– 2030 targets in sight: Based on national plans, the EU is on track for its 2030 goals: A 55% net GHG reduction and 42.5% renewable energy share.

The way forward: Electrify everything

The report stresses the need to maintain momentum through faster clean-tech investment and stronger energy efficiency efforts (in buildings, products, etc.). The Clean Industrial Deal and Competitiveness Compass will be central to this effort. The ultimate conclusion: the EU must become an ‘electro-continent’ relying on domestically produced clean energy.

This requires doubling electricity’s share in final energy consumption from 23% today to about 50% by 2040. Strengthening security remains paramount in a complex geopolitical world.
