EU guidance on phasing out fossil fuel boilers

On 30 June, the European Commission released Annex 11 of its draft guidance for the revised Energy Performance of Buildings Directive (EPBD), focusing on fossil fuel boilers (Article 13, Annex II).

This document clarifies what constitutes a fossil fuel boiler and mandates that member states plan for a complete phase-out of these boilers by 2040. Importantly, a boiler’s classification as fossil-fuelled will depend on the fuel type used in 2040, not the boiler technology itself.

The guidance also details how member states should develop their National Building Renovation Plans (NBRPs), outlining strategies for boiler replacement or conversion to renewable fuels. It emphasises the significance of gas grid decarbonisation and aligning these plans with other national energy and climate initiatives, such as National Energy and Climate Plans (NECPs) and local heating strategies.
